General Instructions
Each application will require the applicant to complete required information fields and upload copies of plans and other required documentation. The links below will identify the requirements. Please ensure you have all the required information and documents ready to upload prior to beginning the online application process. Applications that are submitted without the required documentation may delay the review process or cause the application to be rejected.
Application Instructions
Prior to submitting the application via our online portal, it is highly recommended that you first download the corresponding PDF Application and/or Checklist/Instructions. These reference documents provide the information needed to prepare relevant documentation prior to successful online submittal. The PDF Application is for reference only.
To select an application, use the search box below. The system will filter project types as you scroll. You can search by project type or project use. Use will list various options under each type. You may also scroll through the list. After ensuring you have all the required information for upload, click the "Apply Online" link for the required application.
Obtaining a Permit to develop on a property in Jefferson County Florida is a two (2) step process:
1st Step: You MUST obtain a Development Permit. The Development Application informs the Planning Department of the applicant’s intentions regarding building on the property. The REQUIRED Site Plan informs the Planning Department where the development is going to be located on the property, thus allowing the department to verify that the placement meets the setback requirements in the Jefferson County Code of Ordinances. Additionally, our department verifies whether the proposed building location is within a flood zone and/or outside the eighty (80’) foot wetland buffer zone. After your Development Application has been approved by the Planning Official and applicable fees have been paid, applicants can then proceed to the second step of the permitting process.
2nd Step: Apply for Building Permits from the Jefferson County Building Department.
Development Application - provides the Planning Department with general information pertaining to the proposed project. Please be sure to provide a brief description of the proposed project for the specific property. Additinally, you MUST submit a Site Plan with your applicatioin. Instructions for Submitting a Site Plan 911 Address Form - is used to obtain a numerical address when developing on vacant land or adding an additional residence on the property. Driveway Connection Permit Application - is required for all NEW road and driveway connections to ALL County-maintained Road. This application will ensure that the Jefferson County Road Department is aware of all vehicluar connections to the county-maintained roadway system. The Road Department will then determine if a culvert will be required at the connection to the County Road to ensure continued function to the County Road Drainage System. Recorded Warranty Deed/Proof of Property Ownership – in most cases, a copy of the recorded deed can be obtained using the Jefferson County Florida Property Appraisers Website or The Jefferson County Florida Clerk of Court Office. Agent Authorization Form – this form is REQUIRED when someone other than the property owner is applying for permits on behalf of the property owner. This form MUST be notarized. Temporary Use Permit - Jefferson County Temporary Use Ordinance Utility Placement within County ROW - A Utility Placement Permit is required prior to the commencement of construction of any type of above-ground or below-ground utilities within a county road right of way. Business Permit Application - Used when needing a New Business License or having to Renew a Business License. Please contact the Planning Dept for Major Development or Special Exception Applications
