General Instructions for Local Business Tax Procedures

General Instructions:

1. Submission Requirements:

· Ensure the application is completed and all required documents are attached (see requirements below). 
· Additional information may be requested during the review process.

2. Operation Disclaimer:

· You cannot begin operating your business until a Business Tax Receipt is issued.
· The Village is not responsible for any improvements made before approval is secured.
· Obtain the necessary permits for any structural changes or repairs.

3. Fees:

· A fee of $175.00 per business location* is required for reviewing and processing new Business Tax Receipt applications.

Required Documents for Business Tax Receipt Application:

Before applying, ensure you have digital copies of the following:

1. Certificate of Use from the Village of Palmetto Bay.
2. Miami-Dade County Business Tax Receipt.
3. Corporate Documents (Article of Incorporation)
4. State License or Certification (if applicable).
5. Employer Identification Number (EIN).

To make Your Payment:

o Online: Select Pay Invoice, then click Make Payment to pay online.
o By Check: Click Print instead of Make Payment to generate your invoice. Deliver both invoice and check to the Village by mail or in person.

By Mail: Make checks payable to: Village of Palmetto, Bay Business Tax Receipt, 9705 East Hibiscus Street, Palmetto Bay, FL 33157
In Person: Visit the Village cashier during business hours (8:30 AM – 4:30 PM, excluding holidays).

*If more than ONE business or independent contractor resides in the same location, a Business Tax Receipt may be required for each entity. Please contact the Village if you have any questions.

DISCLAIMER:
Submission of an application does not imply consent to operate your business therefore, you shall not conduct any business until a Certificate of Use and Local Business Tax Receipt is issued. The Village may not be held responsible for improvements you make at the location prior to all approvals given for the issuance of the Certificate of Use and your Local Business Tax Receipt. Proper permits must be obtained for all alterations, remodeling, change of occupancy and repairs affecting the electrical, plumbing, mechanical or building structure.

Per Section 26-152(f) of the Village's Code of Ordinance a fee of $175.00 shall be paid per business location for the review and processing of all applications for new and renewal local business tax receipts to ensure compliance with the requirements of the village's land development regulations.

General Instruction for NEW Certificate of Use

The Certificate of Use (CU) is essential for operating a business in Miami-Dade County and its municipalities. The procedure involves multiple steps to ensure compliance with applicable regulations. Here's a streamlined overview of the requirements:

Steps to Obtain a Certificate of Use (CU):

1. Application Submission:

o Complete application in the Village’s Citizens Portal for review.
o Complete Section 1 of the DERM application (Municipal Application) and upload it to the Citizens Portal: municipal-cu-application.pdf
o Upload a current signed lease agreement to the Citizens Portal.
o Make a processing fee payment of $167 online via credit or ACH.

2. To make Your Payment:

o Online: Select Pay Invoice, then click Make Payment to pay online.
o By Check: Click Print instead of Make Payment to generate your invoice. Deliver both invoice and check to the Village by mail or in person.

By Mail: Make checks payable to: Village of Palmetto, Bay Business Tax Receipt, 9705 East Hibiscus Street, Palmetto Bay, FL 33157
In Person: Visit the Village cashier during business hours (8:30 AM – 4:30 PM, excluding holidays).

3. Fire Inspection (can be done simultaneously while awaiting Village Approval):

o Contact the Miami-Dade County Fire Rescue Department at (786) 331-4800 (press option #2 for assistance) or email [email protected].
o Schedule the required safety inspection and follow instructions provided by their representative.

4. What’s Next:

o Once the Certificate of Use application is approved, the Village of Palmetto Bay will send applicant the following:

o Fully executed Municipal Certificate of Use Application (DERM) document for submission. Use link below for Miami-Dade online portal: https://www.miamidade.gov/Apps/RER/EPSPortal. Please, make sure to upload all documents/applications related to the Certificate of Use/Business License. Make sure you are using Google Chrome and the documents must be in .PDF format to upload them.

o Instructions for using Miami-Dade’s portal for submission: Miami-Dade Portal Guidelines. Once in the Portal, please, scroll down and select “Certificate of Use” and go down to “New Certificate of Use application”. You will need to create an account. Once in the application, please, complete it and make sure all the required fields are filled. Towards the end you will be able to upload all your documents. Once done, you will receive an email to pay the upfront fee. Once the upfront fee is paid your application will be assigned for review within 24 hours.

General Instructions for Contractor Registration for Building & Permitting Division

2. Operation Disclaimer:

• You cannot begin performing any work onsite until the Contractor Registration is completed and permit is Approved, Issued, and Posted On-Site
• The Village is not responsible for any improvements made before approval and issuance is secured.

Required Documents for Contractor Registration:

To ensure compliance with Village of Palmetto Bay regulations, all contractors are required to create an account in Civic Plus Citizen Portal and upload the following documents:

1. Fully executed and notarized Contractor Registration Application
2. Contractor License
3. Liability Insurance Certificate (Certificate Holder: Village of Palmetto Bay, 9705 East Hibiscus Street, Palmetto Bay, Florida, 33157)
4. Worker's Compensation (or Worker's Compensation Exemption Notice)
5. Occupational License
   

FOR NEW REGISTRANTS:
All files must be uploaded as ONE PDF -Titled NEW CONTRACTOR REGISTRATION.
