New Single Family Construction/Additions
- Existing Conditions Survey or As Built Survey if any existing improvements are to remain.
- Copy of Recorded Plat or Proposed Plat.
- Erosion Control Plan and/or Stormwater Pollution Prevention Plan (SWPPP) if large or part of a large plan of development. Erosion Control Plan shall contain map of entire site, limits of soil disturbance, location of construction entrance, measures to keep vehicle from tracking mud onto streets, and sediment barriers along the down slope perimeter of disturbed areas. SWPPP shall also included location of portable toilet, construction & waste material storage, trash container, & washout area.
- Lot grading plan showing consistency with overall grading plan in approved construction plans.
- Plot Plan indicating property boundaries, existing trees to remain and/or be removed, building foot print, paving, fencing, and critical dimensions of structures from properties lines and other structures. Sidewalk details, residential driveway detail, pavement repair detail for street cuts, and fencing details as necessary.
- Construction Elevation Plans indicating the height of building and type of exterior construction materials.
- The type, location, height, and orientation of all external illumination facilities if proposed.
- Soil Analysis Report by design professional and Foundation plan sealed by a professional engineer.
- Engineer's Foundation Inspection Report.
- Structural Framing and Roof Plans sealed by a professional engineer.
- Floor Plans to scale, indicating the use of each room/area, and door/window schedule.
- Floodplain Development Permit Application and flood proofing plans if located within FEMA designated floodplain.
- Mechanical, and Plumbing Plans indicating compliance with 2018 IRC and Electrical Plans indicating 2017 NEC compliance.
- Rescheck, Simulated Performance Path, or otherwise approved energy plans indicating compliance with 2018 IECC.
- Final Energy Compliance Report indicating compliance with 2018 IECC required prior to final inspection.
- Provide electronically or two (2) hardcopies of all development material. Copies to be at least 8.5" x 11" readability.
- Form board survey sealed by a professional surveyor is required prior to pouring foundation and pre-pour inspection and plumbing rough-in inspection.

At the Time of Permit Application
The following shall be submitted to initiate plan review:
- Complete Civil, Architectural, Structural, Mechanical, Electrical, Plumbing, Landscape, and Interior Design construction documents.
- Please provide each discipline as an individual bound PDF with straightforward file name.
- All construction documents shall be signed, sealed, and dated for construction. Maximum 24” x 36” sheet size is acceptable.
Note: A permit application may be opened with only Civil, or Civil and Landscape drawings, however once Architectural/Structural/MEPs have been submitted, all revisions should stay on the same revision cycle.
- TDLR TABS registration number (on the cover sheet is acceptable)
- Separate bound 8.5” x 11” PDFs of the following documents:
- Texas Health and Human Services Asbestos Program
After All Plan Review Comments Have Been Resolved
The following shall be submitted for permit approval:
- Two (2) CDs or DVDs (must be an optical disk, not USB drive) with all construction documents in PDF format.
- Provide each discipline as an individual bound PDF with straightforward file name.
- Include any supporting documentation such as COMchecks, Geotechnical reports, SWPPPs, etc.
After construction is complete, the following shall be submitted prior to C.O. issuance:
- One (1) Civil “As-Built” documents on 22” x 34” blueline or blackline prints.
- One (1) Civil “As-Built” documents on CDs or DVDs
- Complete Civil, Architectural, Structural, Mechanical, Electrical, Plumbing, Landscape, and Interior Design construction documents.

Remodels/Repair
At the Time of Permit Application:
- Complete Architectural, Structural, Mechanical, Electrical, Plumbing, and Interior Design construction documents.
- Provide construction documents as a bound PDF with straightforward file name.
- All construction documents shall be signed, sealed, and dated for construction.
- Maximum 30” x 36” sheet size is acceptable.
- TDLR TABS registration number (on the cover sheet is acceptable)
- Envelope, Interior Lighting, Exterior Lighting, and Mechanical COMchecks (bound 8.5" x 11" PDF preferred)
- Credible evidence that an asbestos survey online or via PDF form has been conducted for modifications to existing buildings (bound 8.5" x 11" PDF preferred)
After construction is complete, the following shall be submitted prior to C.O. issuance:
- One (1) Architectural “As-Built” documents on 22” x 34” blueline or blackline prints.
- One (1) Architectural “As-Built” documents on CDs or DVDs

Pools and Spas
Before submitting your application, please ensure you have the required documents ready for upload. Missing documents may delay the processing of your application.
General information
- Any new swimming pool that exceeds 24 inches in depth requires a permit.
- Self-contained (no direct plumbing or electrical connections) portable spas with a locking cover do not require a permit.
- A pool barrier is required for all areas surrounding a swimming pool. This barrier may include an alarm device for any doors that lead from the home into the pool area. An Affidavit certifying the installation of such an alarm may be submitted in lieu of an alarm inspection.
- Entrapment protection for suction outlets shall be designed and installed in accordance with ANSI/APSP-7 per 2018 IRC.
- Certificate of House - Pool Protection Device Installation signed by homeowner and notarized on same date.
- If using a pool contractor, that company must be registered as a contractor with the City of Robinson.
Wastewater Discharge
Where wastewater from pools or spas, such as backwash water from filters and water from deck drains discharge to a building drainage system, the connection shall be through an air gap in accordance with the International Plumbing Code or the International Residential Code as applicable in accordance with Section 102.7.1.
Plans submittal requirements
- 1 PDF copy of a site plan or Property Survey of your property with dimensions indicating the location of the swimming pool on the property, including setback dimensions to property lines and structures. Pool plan showing depth of pool and dimensions.
- One of each of these plans must be stamped by the electrical service provider for the area (TXU Energy Delivery, etc.) who will check the location of the electrical and gas service lines leading to the meter.

Retaining Wall
- Applicant should submit a plot plan of the property indicating location of the proposed retaining wall.
- Signed and sealed engineering plans are required for retaining walls above four feet in height.
